ENSURING FOOD SECURITY OF THE STATE ON THE BASIS OF IMPLEMENTATION OF BASICINSTRUMENTS OF IMPORT SUBSTITUTION OF PRODUCTS IN THE INDUSTRIES OF THE NATIONAL ECONOMY

The paper investigates the organizational and economic reserves for the introduction of basic approaches to ensuring the food security of the state based on the tools of import substitution of products in the sectors of the national economy. It is substantiated that the food security of each state is formed at the expense of the balance of its own production, export and import of manufactured products. In most European countries, today, the leading role in ensuring the demand of the population for fish and seafood is played by the import of fish and seafood, goods of groups 03, 1604, 1605 and 230120 according to UKT FEA (Ukrainian classification of goods of foreign economic activity), and not their production in Ukraine ... Import plays a very large role in saturating the Ukrainian fish and seafood market. In connection with the increasing role of aquaculture in the world, it was analyzed what role products originating from aquaculture play in Ukrainian imports for the period from 1996 to 2019 inclusive. The leading role of fish grown under aquaculture conditions in the import of both fresh and chilled products was noted. A relatively small share of it in the subgroup of frozen products was investigated. The high value of aquaculture products has been confirmed as compared to fishery products. The role of aquaculture products in Ukraine's imports is determined, taking into account the importance of imports in meeting the population's demand for sea and fish products. Prospects, possibilities of import substitution of the main types of imported fish, which originate from aquaculture, have been assessed. An assumption was formulated about the directions of import substitution of the leading categories of imported products originating from aquaculture. Ideas for the introduction into practice of the most promising cultivation technologies and types of aquaculture in Ukraine according to the existing structure and directions of production in the world aquaculture, the current costs of the Ukrainian state for research and development work in the field of aquaculture. The data obtained can be used by scientists, practitioners, and specialists in finding solutions for the development of sectors of the economy, including aquaculture, in studying the possibilities of increasing the indicators of import and export of products produced in the basic sectors of the national economy.
