THE ROLE OF CONFORMISM IN THE PROCESS OF EMPLOYEE EVALUATION

Abstract: Human resource management specialists make strategic decisions. The organization should create an evaluation system that connects employees, work, and the organization's strategy. Organizations use evaluation systems to assess employee competencies and performance to set improvement and development plans and make career decisions.

The following hypotheses were formulated during the research process:

HIP1: Married and single respondents have different attitudes toward the fairness and objectivity of the procedures used to evaluate their performance;

HIP2: There are differences in opinions between young and older employees regarding the fairness and objectivity of the procedures used to evaluate their performance;

HIP3: In the case of unfair or incorrect evaluation, the expectation of changing the evaluation results depends on the position held in the organization. In particular, those in lower positions have less hope of changing the results than those in higher positions;

HIP4: Among respondents who have appealed the evaluation, even rarely, there is a difference between the form of the appeal and the object of the appeal;

HIP5: After substantiating the unfair evaluation results, the change in the evaluation results is determined by the fairness of the manager, and sharing the arguments with the manager;

HIP6: An employee's complaint negatively affects the relationship with the supervisor.

Data was collected through a questionnaire survey, in electronic form. 680 civil servants employed in Tbilisi City Hall, Tbilisi City Council, and Tbilisi territorial units (district administrations, Ten in total) took part in the research. The SPSS statistical package was used for data analysis. Crosstabulation, Chi-square test, Kruskal-Wallis test, graphical analysis, filtering, regression analysis, and correlation analysis were used to analyze specific issues. The conclusions and recommendations will help the organization establish a fair system for evaluating subordinates.
